Because per-seat pricing is predictable, and usage-based pricing works against how feature flags should be used.

You can forecast a seat-based bill from your headcount. A usage-based bill moves with your production traffic, which is the thing you have least control over. Usage pricing also creates a cost incentive to use fewer flags, and we think the opposite behaviour is correct: every code change should be able to sit behind a flag. Metering evaluations would penalize that.

Your bill does not change when your application’s traffic grows.

No. Client-side monthly active users are unlimited on every paid plan, and flag evaluations are never billed.

Unleash backend SDKs fetch the flag configuration once, cache it in memory, and evaluate flags locally. A service can evaluate a flag a million times per second without generating a single additional request to Unleash. This is also why no end-user data leaves your infrastructure when you use server-side SDKs.

The Pay-As-You-Go plan on Unleash Cloud includes 53 million API requests per month. Additional requests are billed at $5 per million.

Requests come from your SDKs synchronizing with Unleash, not from your end users. As an example, 200 backend service instances polling at the 15-second default generate roughly 34.6 million requests per month, inside the included allowance.

If you need more, Unleash Edge absorbs SDK traffic and reduces upstream requests, and Enterprise contracts can include a higher allowance.

Both give you the full Enterprise feature set. The differences are commercial and operational.
